Helping a parent through Medicare open enrolment

What you can do on their behalf, what you cannot, and how to have the conversation without taking the decision away.

By Ana Beatriz Salgado, Cedar Landing Benefits

Surprised grandparents having a lively conversation in an outdoor patio setting with family.

Adult children are the quiet workforce of the annual enrolment period. Every autumn, thousands of them sit at a parent's table with a laptop, trying to help with a decision that is not theirs to make.

Two things make it go better: authority on file, and a conversation that leaves the decision where it belongs.

Get the authority in place first

Medicare and the plans will not discuss an account with you without permission. Medicare has an authorisation form allowing a named person to receive information, and plans have their own. Filing one in September saves a wasted afternoon in November.

A healthcare power of attorney is a different document with a different purpose, and it does not automatically let you change coverage. If your parent wants you to be able to act, both may be needed.

Bring facts, not conclusions

Gather the Annual Notice of Change, the medication list with doses, and the names of the doctors they want to keep. Those three are the whole comparison, and collecting them is genuinely helpful in a way that opinions are not.

Then let the comparison speak. A parent who chooses a slightly dearer plan because their cardiologist is in it has made a good decision, even if the spreadsheet disagrees.

Bring in a third voice if it helps

Families often find these conversations easier with an advisor in the room, because the advisor can be the one who says the difficult thing about a plan that no longer fits. We do a great many of these appointments with two generations present.

There is no cost for it, and there is no pressure to change anything — plenty of these reviews end with a decision to keep the plan exactly as it is.

An estimate for planning, not a quote. Medicare and the Marketplace set your real figures.
